Hi everyone!
So I have a pen pal in kern state valley prison in Ca and was wondering if anyone has been able to have their pen pal call them on a cellphone? I’ve been reading that I could only accept a call from him on a landline but is there some kind of account or something so that he can call me on my cellphone? I’m desperate to talk to him! I do not have a home phone :(

I've heard of those rules but they don't make much sense.  I don't know how the system would know the difference. 

I think these rules refer specifically to inmates making normal collect calls.  They can't do that to a cell phone.  What I did was buy some time on Securus.  Then you set up your number on Securus and all calls are billed there.  The inmate doesn't have to make collect calls or worry about payment.  There are no restrictions on calling cellular phones.  I have received calls from Wisconsin and Illinois based pen pals and the money was billed to my Securus balance.  The calls were made to a Google Voice number I have, and redirected to two different land lines, since I did not have a cell phone.  There wouldn't be any trouble redirecting to a cell phone though. 

Not all states are on the Securus system though.  Some of them use ConnectNetwork and their AdvancePay system.  I think California might be one.
