Hello. Can someone tell me what the new (relatively) letter and card restrictions for Texas are now? I believe this is statewide, but perhaps not.

My friend is currently in McConnell and I was told by a family member that he cannot receive letters unless they're on white paper. No cards either, I believe.

And no postcards. I sent a number of them and they were all rejected! What goes? I live overseas and used to use airmail envelopes. He mentioned something about cards were allowed for certain occasions if postmarked 2 weeks before.

Does anyone know about this?

Greeting cards are allowed if they are postmarked within two weeks before Christmas (December 25), Mother's Day or Father's Day. So unfortunately, you can send greeting cards only three times a year. 
I have a pen pal in Texas as well. I sent him a greeting card about ten days before Christmas and it got through (I live overseas as well). And whenever I write him a letter, I use white paper only. But you should find every information you need in the correspondence rules from above. If you stick to these rules, everything should be fine and go through.
