There is no general 'books for prisoners' list. Each facility has its own rules when it comes to books; some allow hardcover books, some don't, some accept only new books, some are fussy about the content, etc. It's best to check the specific rules for your pen pal's facility. Or just give it a try by sending your pen pal a book and see if it gets through
There are no general rules. A lot of places won't allow books on criminal activity or hardcover books. But I don't think there's a lot of risk. I had a book rejected by an Illinois prison. They sent it back to Amazon and I got a full refund.
You can ask your penpal what's allowed or not. Amazon.com is also very good and safe. If your penpal is in Texas, you can check at https://imailtoprison.com/ .They can advise you about allowed books in all facilities in Texas.
