For me it took about 5 weeks from sending my first letter till receiving a response. But it's not unheard of that it takes two months the first time round. In general my letters take 10 to 14 days (A-Post) to get to him. His take 2 to 3 weeks to get here. Some mailrooms work faster than others. Important is to have enough postage on your letter and to follow the rules and regulations from the DOC and the facility you are writing to and of course, that you wrote down your address for your potential pp to response ;o)
Be patient (no 1 rule with everything in prison land) because when the first letter reaches you, it will be worth the wait :o)

I'm afraid it's more about where your pp is located than where you live. Of course it matters (there are many problems for people who live abroad). But the main point is the State your pp is located in. Every State has its own rules and regulations.
For example, my friend is in Iowa and that makes me one of the luckier ones. He can call me on my Swiss cell phone and pays the same as when he calls his family in the same State. Other States (I think Texas is one) don't allow calls abroad at all. Some ppl get themself an US number from the State or area where their pp is, to save money or various other reasons.
The sad fact is, lots of ppl from abroad have problems registering with certain providers that are used by different Departments of Corrections.
Every State handles things differently. In some you need to be on the Approved Visitors List to even get phone calls, others allow their inmates to just add a person/number to their list and/or the list can only be changed twice a year, etc.
I would start looking at the DOC homepage where your pp is located. Look for policies regarding calls, visits and such. Or brows in here, there is a section for each State. When you know what is wanted or needed from the Department, you'll probably find more answers, if you have them. And don't forget to ask your pp to tell you as much about it as he/she knows.
Calls are awesome, they bring another dimension to your communication and connection :o) I hope you get there!
