Hi! I am unable to find information about any photo restrictions in a mail for this maximum security prison in Maryland:

I would like to send some pictures (printed on a regular paper) along with my actual message, and would like to know wha is the limit and if any pictures are allowed at all? The inmate said, "no cards, please".

I would play it safe if I were you. I don't know if you're able to call the prison, because then you can ask the people in the mail room about the rules. You can also ask your penpal and wait for his reply. If you want to send a picture before doing any of the things I've mentioned, then you might want to consider sending it in a seperate envelope. In that case, if there are any restrictions when it comes to sending pictures (even when it's on regular paper), at least your letter will go through to him. Make sure to put his inmate id number on any page you send him, just in case...
I've sent the maximum of 4 photos within one letter to my penpal, however, I slyly recall the print on his return envelopes stating a list of what you can/can't send with your letters - on that I think it listed 15 as the maximum amount for photos. Sending photos with your letters is usually allowed but maybe start with a small amount and ask them if they know the max. But yes, like Zosja said, try and play it safe and contact the prison to figure out their maximum as I'm sure it changes for different facilities.
