Davey, I won't go and do anything over his head or against his will.
To your question: Neither/nor, i.e. He didn't want me to do anything specific (I'm no activist anyway), nor did he just mention it,if "mentioning" means to be a nonchalant remark on the bypass.
This man is, apart from the one who made parole last year, the pp I write the longest with. And whilst we both were quite steady, consistent writers, there were some very notable changes of behavior, tone, mood. I didn't say much, I observed at first. There were several (minor when compared with rape) issues that came up/out first. Like peeling an onion or doing a puzzle. But there was a missing piece and that piece was what I read yesterday. Like: "Ah, now x and y make sense." He didn't just mention, he told. Not with too many details, but more than just mentioning. This is more than a suspicion, more than an "it might have been" and more than just an insinuation. That's why I said, I hope they read closely. For if I got to read such a thing, there are three ways: 1) I KNOW what's going on (which would arise a question or two, for example, why I don't put someone in protective custody) 2) I DON'T KNOW what's going on (then I should take such a letter and act about it, read: do some investigation, asap) or 3) I don't give a damn to know (what am I doing there, then, in the first place? Apart from getting a salary, that is...).
But be assured, I won't go and do anything w/o his knowing nor his approval. If he decides to keep it under the rug (which he might, shame is a big issue on that), then Iwon't say anything. But I don't think he really knows his options. He isn't the kind doing a course to become a paralegal or sth.
So, my inquiry basically is just that: What at the options? a, b, c , y? Great, then he'll decide a,b,c or y. I may have preferences, but it's about him, not me.
What do I know if that other guy who did it does it only to him? Maybe yes, maybe no. Nobody noticing anything? Ever? In an overcrowded prison? Hm.....I don't think so.
But to make a decision on what to do, first thing you need is to know what can be done. That's the point I'm aiming at.
@Liw: I'm as good a pp as everyone. My plus in that regard is, I have an English teacher in my family and had always while growing up, so my vocubulary is a bit broader and I'm able to even try to undertake a task like that.
The rest is me just being myself. I don't have MANY friends, MANY tasks or anything and it takes a while to get me aboard, but when I'm in, then I'm in. But thanks, I appreciate your words. I also do have weaknesses and am certainly not everyone's cup of tea or best bud. But when it works, it works. I noticed I polarize a little: Ppl like me or they don't. It's not too much in between. but for those who like it the way it is, well.. what more could anyone ask for?
I'm sure everyone who wants to be can be a great pp and find likewise.

@Kirsten, I just wanted to say that I admire what a good pen pal you are. Trying to read that Federal act and everything... <3 He is lucky to have you in his life.
Hope everything will be dealt with carefully.

Did the person ask you to do something about it, or just mention what happened?

It was a letter. But I still hope that whoever read it, read it closely. Because I did. And even though I'm no lawyer and English isn't my first language I'm gonna read that Federal act and try to get an understanding of what it means.

I assumed it wasn't Ohio, that is just all I am familiar with and it will differ state to state. I'd still have a look and see what your options could be but I agree about playing it safe especially as you only have just got info about it. Hopefully the mailroom did pick up on it, I doubt that letter could go through without highlighting a few suspicious words (if it were JPay anyway). Hopefully you get a bit more info or idea about what to do from your pp soon!

Thanks for the info, St4s. I hoped there existed sth. like that. I mean, it's not a federal prison, but a state one, but anyway... I hope that being a federal act it means it is to be applied everywhere.
@Crocodile Rock: Don't know what to do yet or how to do it yet. Just got the info today. And whoever was in the mailroom let it go through, so I hope that whoever was in the mailroom knows that there's sth. that needs to be done - and what.
I mean, you don't let stuff like that get through to an international pp and think I'll play 3 monkeys, right? Not me.
Yet, I do want to play it safe w/o causing further harm to whom it concerns. That's why I asked. And it isn't Ohio.
Thanks,
Kirsten

Look for PREA under the jurisdiction in question. PREA is an acronym for the Prison Rape Elimination Act, a federal law.

is it something you are wanting to report yourself or for your pp to do? I know that in Ohio, they can report it to staff or call a hotline (anonymously if they wish). On the outside, you have the ability to email or call also. I believe that is the only way possible for Ohio - and the numbers/emails are state specific often. Maybe try to find the prisons handbook online - you can often find the inmate handbook in PDF form and from there get some details and decide what is best? I hope everything is dealt with safely and whoever it concerns is treated well.
