I used the email service to write to a pen-pal.

Apparently, the email prints it out on a piece of paper and send it to the inmate.

Does anyone know if it costs an inmate to receive this letter?

This service is completely free for both. Well, let's say it's included in the payment an inmate makes for his ad.
