Sending electronic pictures without credit card payment

Hello everyone, 

How can I send electronic pictures without using a credit card to buy stamps.

Because the inmate I’m writing sends me apps I can download to send pictures but they’re all with credit card payments. And some apps I can not use in my country. 

I’m from the Netherlands. I hope someone can help me.
