I do not intend to discourage anyone from operating a business and/or providing a service, but anyone can set up a local number for free or almost free in most areas of the USA using VoIP technology. Also there are other systems such as Skype, often mentioned on this site that are very low cost per month and work well for overseas use. And yes for those who will complain that using a local number is "gaming the system" and possibly illegal.... my contention is that after days of research there is not one state in which it is illegal and although some institutions do not like it and would love to prohibit it, they cannot legally do so. As for the gaming the system issue... I contend that it is the price gouging phone services who give kickbacks to the institutions and corrections systems who are the ones who are really "gaming the system" for their own profit at the expense of inmates and their families. For better options, check out GoogleVoice, Phonebooth, Skype and others, including phone services provided by cable companies which usually allow you to add an additional number virtually anywhere, and then there is also MagicJack available at most Walmart and Sears stores.
