Arkansas City and calls

Hey everyone, I started writing someone in 2021. Most of the time he was incarcerated in Canon City and wanted to call me back then but I wasn’t ready to go this route. Now I want to talk to him but he’s currently in Arkansas City and he’s also continuing telling me there’s no way he could call me. He says it’s not a money issue there is simply no working phone around for about 3 month now. I don’t know if I can trust him. Has anybody experience with this facility?
