Nein. Or rather, it would be a rare exception for a prison mail room anywhere in the U.S. to accept any stationery other than plain white... and even then, some places do not allow 100% rag (100% cotton) paper, which is some of the finest stationery out there. Handwritten is fine though, as long as it's in blue or black ink.

This all probably sounds petty and ridiculous, but these rules are in place to stop the flow of contraband-laced mail (read: drugs). Colored paper, etc. are ways people try to conceal this 

Nevertheless, I guarantee you're going to make someone's day, even with boring paper and boring ink - because it's not about paper and ink at all. It's about reaching out, and good on you for doing that!

How about a letter that had perfume sprayed on it? Everything in the envelope I sent to my son got confiscated due to perfume smell detected . I sent 10 color pictures of my sons girls pictures and a moral support card & a couple of inspirational quotes & he didn't get any of it nor did I get any of it returned to me. What's the problem with sented letters.
