They might be willing to do a background check with your passport details...
Some States definitely do allow this.

I don't understand why you'd need to be on his visitation list to receive anything via mail though. That does sound odd. Than again, I know nothing at all about any Nebraska prison!

Thanks apparently I can fill out the form they just need my passport# and licence # and then I mail it to a different address— pass office or something, does that sound right? Just don’t want personal info ending up in the wrong hands or wasting postage.

If you don't live in the United States you can still get an EIN (employment identification number) to do business in the United States from the rest of the world. I don't see what the point of this is though or why you would need visitation. I also don't see why you would need visitation rights for your inmate to send you something in the mail -_- ring up and ask.

Thanks now I’m just a bit worried that he’s getting me to complete it. It’s done and in the mail now and if he’s running a long con I’ll be sad and disappointed. It seems you need to be on their visitor list to send them things NOT the other way around. Que sera sera!

This is a scam, and I hope you didn't send any of that personal information to your pen-pal. Please call or write the prison your "pal"is in and let them know what he was asking for. You most likely aren't the first victim, and certainly won't be the last for identity theft. I'm very sorry this happened to you, and that you don't give up on finding someone worthy writing to you.

The visitor form wasn’t sent to him but the PASS Administration. I haven’t sent him anything to date aside from photos and letters. Now you guys are making me nervous.

I've never heard of anything called Pass administration? When I filled out my forms for visitaton and to be on my husband's trust account, he mailed me the form. I filled it out with a copy of my license, a bill that had my name and address on it, and sent it to the same prison address but with his correctional case manager's name on it.
@northernyank — I tried to verify it by looking at this https://corrections.nebraska.gov/system/files/rules_reg_files/om_205.02.01_visiting_proccedures.pdf I on,y provided my passport # as I’m not a USA citizen so no SSN. The address to mail it to was stamped on the visitor form he sent me and corresponds with TSCI where he’s at. I wish I took a picture of it though in hindsight. Most of the information he already had (name and address) the only additional info was full dob and passport #. I did ask why he wanted me to complete the form...I have post concussion so my memory isn’t the best so I’ll see if he says something else. I really don’t want to think bad things about him...maybe he’s hoping I’ll visit or it’s required for phone calls idk (he did ask for my number earlier but I declined because of my Post Concussion Syndrome) . I’ll keep you posted

I'm very sorry about your post concussion syndrome. If the address corresponds with the prison then I wouldn't worry about it. My guess he's hoping for visits? I'm not international so I don't know or think you would have to fill out a form to talk. I never have. Please, keep me updated.

Hi Alkie, I'm from the UK and my girl is in Kentucky. She sent me an application to go on her Approved Visitors List and I provided my Passport Number instead of SSN. I posted the letter back, was accepted and visited her in February. I only needed to show the prison my UK Driving Licence as ID. She has talked about posting me items she knits/crochets but did not say I would need to be on her approved visitors list to be able to post things to me.
Sounds more like your pen pal would like a visit.
As for identity theft scams, it is going to be difficult for them to knock up a fake female foreigner passport with only a single page photocopy or scan of your passport to go on. Especially as most passports now have 'bio data'. They can't look you up using apps like CheckMate etc to get more background info on you for Identity theft purposes because you are outisde America.
