So I sent 2 pictures and a letter to a guy on dr in parchman ms (that I've been talking to for 2 months now), but he hasn't answered for over a month...I printed them on shiny photo paper. And one was 4x6, do you think maybe it was too big and they didn't give him the letter? If the picture did not fit the rules do you think they would have still given him the letter?

You want to also be sure to put their name and DOC number on the back of the photo as well. They [I]may [/I]not give them to them if that wasn't on there.
4x6 is a standard sized picture so it shouldn't be a problem. As long as it wasn't a poster or a Polaroid it should get in just fine. You might want to drop a card in the mail just to check in and let him know you're still around. Mail can get quirky at times, both at the prison and at the post office. I got a letter recently that the post office took a month to get to me.
