The following is a brief synopsis of the Department's and Waupun Correctional Mail Policy:

Department of Correction Policy;

Incoming Mail

Incoming mail may include the following:

• Paper with words and/or drawings on it

• Signed, non-musical, commercial greeting cards and post cards

• Photographs (no Polaroid or commercial photos) Maximum limit allowed for inmate possession is 50

• Periodicals and publications materials

• Money orders or cashiers checks may be sent via mail for deposit in the inmate’s account. Cash, personal checks, and other currency are not allowed and will be returned to sender at the inmate’s expense. Staff will complete and distribute a DOC-243. Allowed items will be forwarded to the inmate

• Internet Materials

Downloaded Internet materials are permitted
Downloaded Internet materials must be on standard size paper (8 ½” x 11”)

Non-allowable Mail Incoming and outgoing mail, in whole or in part, is not authorized if it:

1. Constitutes a risk to the safety and security of the facility, specific individuals or the general public;

2. Contains contraband or pertains to sending contraband into or out of the facility;

3. Contains threats of physical harm, blackmail, extortion, suspicious messages or other criminal activity;

4. Pertains to unauthorized business activity including the practice of a profession, sale, solicitation, manufacture, or distribution of goods or services, excluding routine communication with a person who is operating a business established by the inmate prior to incarceration;

5. Solicits gifts of goods or money from a source other than family or persons on the inmate’s visiting list;

6. Contains photographs or personal information regarding department staff;

7. Contains, explains, or is written in code.

8. Contains stamps, instant cash cards, phone cards, and credit cards;

9. Contains items that pose a safety or sanitation hazard, including lipstick or other foreign substance and/or has an odor which includes perfume/aftershave;

10. Is constructed in a manner which prohibits inspection.

11. Violates DOC 309 IMP #50.

12. Newspaper or magazine clippings are not allowed, however 81/2” by 11” reproduced articles are allowed.

Personal Photographs

1. Personal Photographs include images on single thickness film, digital photos and images reproduced utilizing a computer scanner and printer. Personal photos will not require a DOC-237 to be completed for each photo.

2. Photos do not require a property receipt or record. The number of photos however will be recorded on the DOC 236 when ever an inventory is completed.

3. Multiple digital photos are permitted on a 8 ½ “ x 11” standard sheet of paper (Limit of 8 Sheets).

4. Self-developing double thickness pictures (i.e. Polaroid) will not be allowed in the institution through the mail or brought in on visits.

5. Possession upon transfer of double thickness Polaroid pictures taken at institutions providing a photo service will be regulated by receiving institution.

6. Gang related photographs are not permitted (photos displaying gang colors, gang signing, gang insignia, etc.).

7. Personal photographs of family, relatives and friends are permitted.

8. Personal photographs that include nudity, human excretion and sexual behavior as described in DOC 309.02 are not allowed.

9. Reproduced photos of family, relatives, friends or other personal photos are not considered commercially published photographs.

10. Personal photographs are restricted to a combined limit of fifty (50).

11. Commercially published photos are not allowed.

Waupun Correctional Policy;

Cutouts from magazines and newspapers are not permitted.

Inmates may possess a total of 25 publications to include books, magazines, newspapers, periodicals, and all other publications. Legal, religious, and educational titles are included in the 25 publication limit. You are responsible for maintaining your publications within the allowable limit. You are allowed a total of 25 cards and/or letters. Publications must be in compliance with DOC 309, IMP 50.

Photos: Limit 50. No larger than 8 1/2 x 11. Without frames. No gang-related photographs. No photographs containing pornography, consistent with DOC309 IMP 50, will be allowed. No polaroid photos may be sent through the mail or brought in on visits.

Purchase From Outside Vendors
Any item (identical or similar) that is sold in the WCI Canteen is not allowed to be purchased from outside retail outlets. Inmates may purchase Stationary/envelopes through WCI Canteen, therefore they are not allowed in through the mail.

Non-exempt incoming mail will be opened and examined for contraband. Cashiers checks and money orders will be recorded and forwarded to the Business Office and deposited in your account. Personal checks and cash will not be accepted and will be returned to the sender. Should you find contraband in the incoming mail, it is to be immediately turned over to the Cell Hall Sergeant who, in turn, will complete a DOC-237.

In order to ensure delivery of mail to the proper individual, you must notify your correspondents of the following address that must be used:
