How long from the time I write my letter via email or online does it take for the CO correctional facility to print it and get it to the inmate it is written to?

The site prints and mails those in batches which they do twice a month. It will vary depending on what time of the month you wrote it. If you happened to submit the day after they mailed out a batch, you'll be waiting longer. It probably won't be more than 3 weeks at most.
You mean with an email service like Jpay? That takes about 24 up to to 48 hours if the mailroom is not short of staff. Emails are not printed or forwarded during weekends or holidays so it also depends on when you write your letter.
