Hi! There is a section with a list of people called "Inmates not receiving mail". Does that mean that they never received any mail at all from this website? Some people shows registered as early as 2012.

It means what it says it does. They have not had any contact initiated from this website. That does not mean they have never received a letter, it just means that they have never received a letter from the mail function here where you can send in one letter for free.
