Hi can I get some advice? 
I have tried to send some funds to an inmate to cover email costs etc but I am having difficulty from the U.K. MoneyGram online chat said they don't allow express? From U.K. and western union keeps faulting with code C5137. 
can someone please tell me how to get this transfer through.

Maybe they're in Ohio, or a jurisdiction similar to Ohio where you have to be an approved visitor before you can do that?

I'm not sure how to help as I don't know what error C5137 is or what it means. Are you trying to transfer funds online only? I would assume the UK might be the same as New Zealand in that they only offer the choice to send money to a person to collect in store, or into their bank account. Putting money on a Federal prisoners books is done as a bill payment which may or may not be an option from the UK. To use Western Union I had to send money to a friend who lives in America, get them to pick it up in store as cash then make the transfer online from the US. 
I don't know about Moneygram because they wanted a US address and I obviously don't have one of those. 
You could also try sending money via JPay. 

"You can now send funds to your loved ones in Federal prison (BOP) through JPay.com, using the free JPay Mobile App for iPhone and Android, in-person at MoneyGram agent locations, or by calling 1-800-574-5729. Here’s how to get started:

Know your loved one’s Federal inmate ID (BOP Register Number) and the accurate spelling of their first and last names. You can find their BOP Register Number using the BOP inmate locator
Search by your loved one by choosing District of Columbia and your loved ones Inmate ID in the "Get Started" section on this page." 
But when I tried this, they didn't accept my NZ debit card.
